Thomas L. Cooper and Donald E. Ziegler have been selected as Early Neutral Evaluators by the United States District Court for the Western District of Pennsylvania, and they have been appointed by various federal and state court judges to serve as mediators, arbitrators, special masters, and facilitators. Both have been selected by litigants to serve as mediators and arbitrators for the American Arbitration Association. Thomas L. Cooper and Donald E. Ziegler have broad experience in the trial and evaluation of civil actions in federal and state court, and they have resolved complex claims through the use of mediation, mini-trials, summary adjudication, high-low arbitration, baseball arbitration and common law arbitration.
